Investigators are assessing allegations that a covert operation was organised in Nairobi and involved police officers working alongside hired youths to interfere with the service at Witima ACK Church.
According to information recorded by investigators, a team of officers was assembled in Nairobi and cleared to travel to Nyeri, where they were expected to link up with local youths.
Local police units were allegedly instructed not to intervene during the incident.
The disturbance occurred shortly after Mr Gachagua arrived at the church when vehicles entered the compound under police escort and worshippers were thrown into panic as shots were fired and tear gas released.
Security sources indicated that resistance within the team prevented more serious harm after concerns were raised about attacking a place of worship.
The incident resulted in damage to church property and vehicles, while some congregants suffered minor injuries.
Interior ministry officials condemned the violence and directed police leadership to pursue those responsible without regard to status or affiliation.
The National Police Service confirmed that the Internal Affairs Unit and detectives in Nyeri had secured the scene and commenced investigations.
Mr Gachagua later described the incident as a targeted attack and announced the suspension of his public engagements in the region, citing security concerns.
Other leaders called for calm and urged a thorough and impartial investigation to establish responsibility and ensure accountability.
Police stated that the inquiry remains active and appealed for restraint as evidence is reviewed and statements recorded.
