Parents across the country have been dealt a fresh blow just days before schools reopen after the government announced a revised senior school fee structure that will significantly increase the amount families must pay, particularly for learners admitted to Cluster 1 schools.
According to details released by the Ministry of Education, parents with students in Cluster 1 institutions will now pay KSh 53,554 per year, more than double the government’s contribution of KSh 22,244.
The new charges take effect from January 2026 and are part of the revised school classification system under the Competency-Based Curriculum (CBC).
The government’s allocation will cater for co-curricular activities and boarding-related costs, including meals, learning transport, and personal effects, with the funds sent directly to schools.
However, parents will shoulder the remaining costs covering repairs, maintenance, utilities, conservancy services, administration, personal items, and dignity kits, all payable through official school accounts.
The ministry has indicated that the fees can be paid in instalments, as guided by admission letters.
Under the updated framework, Cluster 2 schools, formerly Extra-County institutions, will charge KSh 45,054 annually, while Cluster 3 schools, which replace County schools, will charge KSh 40,035.
Cluster 4 schools remain under the Free Day Secondary Education programme and will continue to receive government subsidies, as they operate as day institutions.
Education Cabinet Secretary Julius Ogamba said the revised fees are part of efforts to standardise costs across schools while maintaining quality education.
He also revealed that the ministry received 355,457 applications for placement review, with over 211,000 approved and the rest declined due to limited capacity and subject combinations.
The announcement has sparked concern among parents already grappling with rising living costs, with many expressing worry about their ability to meet the new financial demands ahead of the school opening.
The ministry has promised to issue further circulars to guide parents and schools on the implementation of the new fee structure.
